Palmer Township Electronic Message Sign Policy

Purpose

The purpose of this policy is to establish guidelines for the use of the Palmer Township electronic message sign and to outline the procedures for requesting announcements to be displayed. The electronic sign is intended to communicate information regarding Township operations, community events, and activities of interest to Palmer Township residents.

Eligibility

Non-profit community organizations, civic groups, schools, churches, and service organizations may request announcements to be displayed on the Township’s electronic sign.

Events must be located within five (5) miles of Palmer Township to be eligible for posting. However, Palmer Township may consider special requests outside of this radius at its discretion.

Organizations that partnered in the purchase of the electronic sign may also submit congratulatory notices for scholarship recipients or newly elected officers.

The Township may also post announcements related to Township operations, Township sponsored events, Palmer Township Athletic Association achievements, emergency notifications, or other announcements deemed appropriate by the Township.

Request Procedure

Requests to display a message must be submitted at least two (2) weeks prior to the event by email to Jcaiazzo-strouse@palmertwp.com.

Requests must include the following information:

  • Organization Name
  • Contact Person
  • Telephone Number
  • Email Address
  • Date of Event
  • Type of Event
  • Time of Event
  • Location of Event
  • Date(s) Message Should Appear on Sign
  • Content of Message

Messages should include the who, what, when, and where of the event. If multiple requests are received for the same time period, messages will generally be scheduled on a first-come, first-served basis.

Message Format

  • Messages appear best with four (4) lines per screen.
  • There is a maximum of two (2) screens per message.
  • Messages display best with approximately 17 characters per line depending on font size.

The Township reserves the right to edit or modify submitted messages to ensure proper formatting and readability on the sign.

Content Restrictions

The following types of messages will not be permitted:

  • Personal messages (birthdays, anniversaries, weddings, engagements, etc.)
  • Commercial advertising
  • Political campaign messaging
  • Messages inconsistent with Township policies or community standards

Schools, churches, and service organizations may post fundraising events only.

Township Authority

Palmer Township reserves the sole discretion to accept or reject any request or message submitted for display on the electronic sign. The Township may also modify submitted messages to fit the technical limitations of the sign or to maintain clarity and consistency.

In the event of an emergency, Palmer Township reserves the right to remove or suspend all scheduled messages in order to display emergency information.

Administration

The Palmer Township Administration Office is responsible for managing the electronic sign and scheduling approved messages. If questions arise regarding eligibility or message content, the Township Manager will make the final determination.

Authority

This policy is adopted by the Palmer Township Board of Supervisors.
