Stormwater Stormwater Utility Fee Overview
The Palmer Township Stormwater Authority (PTSA), at its December 20, 2023, public meeting approved the four-tier user rate fee schedule below by resolution to be assessed on all township properties. The PTSA currently leases Palmer’s stormwater infrastructure and is responsible for governing the administration, management, and operation of the stormwater system.

Palmer Township is mandated by the Pennsylvania Department of Environmental Protection (PADEP) with completing a variety of projects in order to meet our Pollutant Reduction Plan (PRP) requirements to improve water quality of local creeks, rivers, and waterways. These projects will be implemented across the Township to treat stormwater and reduce pollutants before it is discharged to local waterways.

Implementation of this fee will begin in 2024 to aid in stormwater infrastructure maintenance, updates, and to meet state and federal requirements for the Municipal Separate Storm Sewer System (MS4) program. Utility fee funds will also be used for flood mitigation projects throughout the Township, starting with Meadow Avenue, Kingwood Street and Bayard Street. The fees will be generated based on a property’s impervious area using the following tier system:

Tier 3 4,000 to 5,999 sf $32.68
Tier 4 6000+ sf Monthly Fee of $6.94/1,000 sf of IA.
